11Make it your ambition to lead a quiet life, to mind your own business and to work with your hands, just as we told you, 12so that your daily life may win the respect of outsiders and so that you will not be dependent on anybody.





This can be understood to explain how we should view dependency and entitlement.  What you do daily in your work must be for God's glory and honor.  Be reserved in what you expect and take from those in authority.  Once you accept their "help" often they impose restrictions in your freedom and worse - restrictions in acting on His word.
